Legarza explained the basics of tax-increment financing: "Urban renewal pays for projects with the tax increment growth that can help within the city of Hubbard," and walked commissioners through the proposed boundary that includes Main Street and highway‑adjacent areas. He listed likely investments such as water, sewer, storm drainage, streets, sidewalks and wayfinding, and described possible business assistance programs (storefront grants, tenant improvements and fee waivers).
Legarza said the urban renewal advisory and outreach schedule includes notices to property owners and utility customers beginning in May, presentations to Marion County and other taxing districts, a planning‑commission public hearing on May 19, a consult‑and‑confer period and a planned city council consideration on June 9.
Commissioners heard the briefing as informational; Legarza said the planning commission’s role is advisory and that the city council will make final decisions on formation, budgets and governance for the urban renewal agency. No action was taken at the meeting; the consultant will return for the May public hearing.
