The Hubbard City Council unanimously adopted Resolution No. 8432026 approving the FY2025–26 supplemental budget and later voted to raise the per-household cap for Love Inc.’s ARPA-funded utility-assistance program from $250 to $500.
Interim city administrator Ron Necho told the council that supplementals are “how we rebalance our books essentially” to account for unanticipated expenditures in specific line items, such as infrastructure, dewatering at the wastewater plant and higher municipal court-related costs. Necho said supplementals reallocate money from contingencies to reflect actual expenses and help ensure the city is in compliance before the annual audit.
Councilors asked questions about the drivers behind the supplemental. The mayor and council noted that dewatering costs and an increase in municipal court activity had pushed particular line items above original projections, making the supplemental necessary to maintain legal and accounting compliance.
On the Love Inc. program, staff said the city originally set aside $50,000 of American Rescue Plan Act (ARPA) funds to provide up to $250 of utility-assistance to eligible households; 54 households have used the program to date and the city has spent about $9,500 so far. Staff recommended increasing the per-household cap to $500 so the remaining ARPA funds can assist more residents. The council moved, seconded, and carried the change by voice vote.

What it means City staff said the supplemental will rebalance specific accounts so the city’s overall finances remain within state compliance and ready for audit. Increasing Love Inc.’s cap is intended to stretch the city’s existing ARPA set-aside further and help more households with utility bills, especially low-income and senior residents.
Next steps Staff will implement the approved budget transfers and update internal accounting. The Love Inc. program will operate under the new $500 cap for eligible households until funds are exhausted or until further council action.
