Adele Bartel and other public‑works staff recommended contracting with FCI Constructors for construction‑manager‑at‑risk (CMAR) preconstruction services, capped at $30,000. Bartel said CMAR services provide early cost estimating, schedule development and procurement benefits that can reduce risk during design and help produce a guaranteed maximum price when the project reaches construction.
FCI senior project manager Ross Schood explained the two‑step approach: the $30,000 covers preconstruction estimating tied to the design team’s drawings, and later phases would include a guaranteed maximum price should the project proceed. Schood said FCI reaches out to local subcontractors during design to solicit input and help ensure competitive subcontractor bidding; he also confirmed application of a 5% local preference for subcontractors when applicable.
Council questions focused on how CMAR cost estimates will align with the architect’s estimates and on what happens if the ballot measure for the municipal building fails. Staff said the $30,000 is for preconstruction services only and that any construction contract would return to the governing body for final approval. The committee recommended approval with Councilman Moody recorded voting no.
