Hubbard adopts updated Emergency Operations Plan with Marion County support

The Hubbard City Council unanimously adopted an updated Emergency Operations Plan (EOP) prepared with Marion County and funded through a state homeland security grant.
Greg Walsh, Marion County director of emergency management, told the council the plan aims to align the city's response procedures with neighboring jurisdictions so outside responders can integrate quickly. "We worked with a contractor using state homeland security grant funding to actually write this plan," Walsh said.
City staff noted updates since the prior plan, including the addition of a city administrator role to support operations and communication. Administrator Wake said an IGA with the Hubbard Fire District remains an outstanding item staff will complete in the coming months and that tabletop training for leadership is planned.
Councilors praised the updated plan as timely after recent emergencies and noted the city's experience with COVID, firestorms and an ice storm. Council moved and seconded the resolution adopting the EOP; the motion carried by voice vote.
Staff will complete outstanding IGAs and schedule training exercises as part of implementation.
