Finance committee advances Cheyenne’s PY26 CDBG plan with $741,176 in allocations

Economic Resource Administrator Elizabeth Finecaro told the finance committee the PY26 annual action plan is a HUD requirement for entitlement communities and lays out the activities the city intends to fund during the program year.
Finecaro gave the funding breakdown: "$418,483 is our PY26 annual allocation from HUD," $77,094 in returned revenue from the Cheyenne Senior Center change of use and $245,599 in prior‑year reallocated funding, for a total available funding of $741,176. She said staff proposes funding administration, elevator replacement at HealthWorks, exterior and interior façade improvements, safe‑routes‑to‑school projects, Family Promise rehabilitation, Heritage Court Apartments rehabilitation and as‑yet‑undetermined public service projects.
Councilman Moody noted the detailed line items are available on pages 24–26 of the packet and that the plan is posted online. Moody moved to adopt the resolution; the committee recommended adoption to the governing body.
Adoption of the annual action plan is required by HUD for the city to receive entitlement funds and establishes the city’s priorities for program-year 2026.
