Among the items forwarded to the governing body were a one‑year animal control payment from Laramie County of $156,850, contract approvals for shelter services (not to exceed $650,000 for one year), a two‑year contract to house adult prisoners at the Laramie County Detention Center with new rates ($135 per prisoner per day; $70 book-and-release), and a juvenile housing agreement raising the juvenile nightly rate to $225 and adding a $70 book‑and‑release fee. The committee also recommended accepting a Duval Ford bid for 10 police interceptor vehicles at $684,758 and a TransSource bid for a replacement street sweeper.
Procurement and capital items advanced included acceptance of Knife River's $224,369 bid for the Christiansen Road subsettlement bridge approach; a $283,130 award for roof replacements at six city facilities (with Councilman Moody recorded as voting no); an up-to-$85,000 two‑year professional services agreement with Terracon for landfill leachate system work; and acceptance of a ProForce Marketing bid of $48,638.70 for the surplus sale of 235 firearms.
Smaller equipment and facility purchases recommended included a used Olympia Millennium ice resurfacer (staff cited a used price of $128,000 versus $242,790 new) with an approved not-to-exceed contract amount, and various other routine fleet and equipment purchases. In procurement discussions, staff repeatedly noted local‑preference rules and licensing checks; Purchasing Manager TJ Bartlebort confirmed contractors were licensed where asked.
The committee also voted to postpone one Christiansen Road detention/erosion mitigation item for two weeks pending railroad coordination and approved contracting FCI Constructors for preconstruction (CMAR) services capped at $30,000 to support municipal building renovation planning. The meeting concluded after the final votes were recorded.
The recommendations move to the full governing body for final action.
