The Hood River Urban Renewal Agency authorized a negotiated contract with MIG (supported by DKS and Klein & Associates) for ongoing implementation design services related to the Heights Streetscape, including Taylor Avenue shared‑use path, enhanced crosswalks and ADA curb ramp upgrades tied to the jurisdictional transfer. The contract ceiling is $1,024,125, slightly below the budgeted design amount.
Staff summarized public input from an open house and a survey; concerns centered on interim parking loss, the look of temporary Jersey barriers protecting interim bike lanes, and whether the interim connection would be used prior to larger Streetscape build‑out. The agency and the Urban Renewal Advisory Committee recommended retaining interim bike lanes while monitoring usage, improving barrier aesthetics, adding signage that lanes are temporary and working with schools/community partners to encourage use.
The agency approved the staff recommendations and the contract authorization by voice vote. Staff will return with further design deliverables and refined plans for public art and aesthetics as part of the full design process.
