Council approves transfer of OR‑281 Heights segment to city with roughly $4M compensation

The council authorized the mayor to sign a jurisdictional transfer agreement with the Oregon Department of Transportation for the Heights segment of OR‑281, moving control of 12th and 13th Streets to the city.
City staff explained the transfer is intended to give the city jurisdictional authority that will speed implementation of the Heights Streetscape plan and reduce long permitting timelines with ODOT. The transfer package includes roughly $4.0 million in compensation, of which about $2.3 million is a reimbursement tied to grind and overlay value and additional compensation is earmarked for ADA curb ramp upgrades the city committed to complete by Dec. 31, 2028. ODOT will retain responsibility for other curb ramp installations and will continue to operate and maintain the traffic signal at a single intersection while billing the city for its costs.
Staff indicated the transfer would become effective July 1 at noon and that ODOT and FHWA approvals are in place to move forward on the timeline. Council approved the authorization to execute the agreement by voice vote.
