Union City council unanimously adopts parking and zoning changes, approves housing-plan resolution and seeks CDBG funds for stormwater repairs

At its Sept. 16 meeting the Union City Borough Council unanimously approved amendments to Parking Ordinance 1137 and Zoning Ordinance 1118, authorized advertising a tenant-registration amendment, approved a $5,563.49 tax exoneration, backed an Erie County housing plan and authorized a CDBG application of up to $100,000 for stormwater repairs in Municipal Lot #1.
Union City Borough Council on Sept. 16 unanimously approved a slate of local measures, from ordinance amendments to a county housing-plan resolution and a Community Development Block Grant application for stormwater repairs.
The meeting, held at First Global Methodist Church and called to order by Council President Riley Cross, approved changes to Parking Ordinance 1137 and Zoning Ordinance 1118. The parking amendments update schedules and restrict unlawful and disabled vehicles; the zoning changes add definitions and permitted-use rules for redemption games (games of skill) and add section 701.04 to allow accessory-structure use on adjoining lots. Both amendments passed on motions recorded by councilors and carried by unanimous vote.
A motion to advertise a proposed amendment to the borough's tenant-registration ordinance also passed. Borough Manager Cindy Wells presented the change, which would allow the borough to charge violators more than once per year when they do not provide required information; Councilor Steadman moved to advertise and Councilor Osborn seconded the motion, which carried unanimously.
Council approved a tax-exoneration resolution for 121 East High in the amount of $5,563.49; the land bank purchased the property. Members also approved a resolution authorizing Erie County to complete a new countywide comprehensive housing plan using MAP grant funds and Act 137 deed-transfer funds, noting that several local residents have applied for Act 137 assistance based on income.
On infrastructure, the council authorized submitting an application to Erie County for up to $100,000 in CDBG funds to help pay for a portion of stormwater-system repairs in Municipal Lot #1. Streets Supervisor Bob Phillips and Borough Manager Cindy Wells told the council they had met with Solicitor Tim Wachter and recommended Mansfield fill the sinkhole, replace approximately 10 feet of pipe and install a new catch basin; smoke-and-dye testing will follow once those repairs are made. The borough is awaiting paving quotes from JT Patching and Paving and Cross Paving; business owners in the area and the UCVFD will be notified before testing.
Other routine motions — approval of the agenda, August 27 minutes, the secretary's report and payment of bills — passed unanimously. Council also set borough trick-or-treat hours for Thursday, Oct. 31, from 6:30 p.m. to 8:00 p.m. and noted Capela's will continue mowing through the end of the season. Council adjourned at 6:50 p.m.; an executive session on real estate, personnel and contracts was held from 6:58 p.m. to 7:42 p.m. with no action taken.
Bev Ballog, representing Hometown Heroes, thanked the borough for its support; Council President Cross said he had spoken with Lance Greer and reported Greer would not be accepting money from the civil suit involving Hometown Heroes.
