Committee OKs HUD HMIS grant agreement and authorizes interfund loan process to cover reimbursement timing

Kane County's Public Health Committee on Wednesday approved a resolution authorizing the county to sign a Homeless Management Information System (HMIS) grant agreement with the U.S. Department of Housing and Urban Development for program year 2027 and separately authorized a procedural interfund loan to cover program expenses when federal reimbursements lag.

Executive Director Michael Isaacson described the HMIS award as part of the department's suite of homelessness-related grants that moved to public health from community development. When asked about dollar amounts he said, "It is, it's around a $118,000, I think, this year is what our allocation is." The resolution before the committee authorized the county to enter the agreement; staff said additional resolutions would be used for subsequent draw-downs as amounts change.

Committee members then considered an interfund-loan resolution designed to temporarily cover negative balances that arise when expenditures are incurred before federal reimbursements are drawn down. Isaacson said the finance department requested the mechanism to ensure expenses are covered and that the item will advance to the finance committee for further handling.

Both measures passed on committee voice and roll-call votes. The HMIS agreement allows the county to participate in the continuum-of-care information system used by organizations serving people experiencing homelessness; the interfund-loan procedure is administrative and meant to smooth cash-flow timing issues for federal program reimbursements.

No additional budget increases were approved during the meeting; staff said they will return with details if allocations or program draws increase.
