The Hampstead Recreation Commission revised its permit policy on Feb. 16 to allow town organizations and leagues to submit complete permit applications by email or drop them at Town Hall one week before a Recreation meeting. The policy allows the commission to waive in‑person attendance if applications are complete but preserves the commission’s right to request an appearance.
Commissioner Rick Bernard moved to adopt the revised wording and Sara Arroyo seconded; the motion carried. The commission instructed staff to accept emailed permits at hampsteadrec@gmail.com and to treat complete submissions as eligible for approval without the applicant attending.
The commission also discussed a proposed Eagle Scout project at Holiday Lane to rebuild bleachers and paint dugouts; members confirmed fundraising will be necessary and outlined that project details and fundraising oversight will be coordinated with scouts and staff.
Finally, the commission recorded the resignation of Recreation Commissioner Jennifer Curtin, effective Feb. 12, 2026, thanked her for her service, and voted to enter non‑public session under RSA 91‑A:3 II(b) and (c) to discuss hiring and personnel matters; the commission returned from non‑public at 8:40 p.m. and adjourned.
Next steps: staff will accept email permit submissions under the new policy, follow up with Eagle Scout organizers on fundraising and project approvals, and proceed with personnel follow‑up from the non‑public session as appropriate.
