The City of Dayton Board of Zoning Appeals voted to approve three variances for façade modifications at 112 Webster Street, a recently constructed five‑story mixed‑use building with 102 residential units and about 4,750 square feet of ground‑floor retail. Planning staff recommended approval, concluding the revised façade meets the intent of the zoning code and supports pedestrian‑oriented retail and housing in the Webster Station planning district.
Planning analyst Cameron Goschinski told the Board he believed “the proposal meets the intent of the code” and noted the revised design removed one previously requested variance and added a transition line to improve compatibility with the surrounding Urban Business District. Applicant Jason Dorsey, representing Windsor WS Flats LLC, said he was “looking forward to finalizing this development and working with the city throughout the process.”
Board members discussed the development timeline and whether the proposed transitional detail should extend around the entire first floor; they expressed support for the site improvements and greater zoning compliance. The Board found that the testimony and evidence constituted a preponderance of reliable, probative and substantial evidence for the findings required under R.C.G.O. §150.120.10(D)(1) and approved the application by motion (moved by Tim Bement; seconded by Jacquelyne Patterson). The vote was recorded as: Bement Yes; Shaw Yes; Graham Yes; Patterson Yes; Martin Yes; Craig Yes; Lewis Yes.
With the approval, the applicant may proceed toward issuance of certificates of occupancy subject to any administratively required inspections or subsequent permitting processes. The minutes show the Board approved this case in the May 26, 2026 record and later approved the minute record on June 23, 2026.
