Community Appeals Board updates: Commission response expected in Nicholas Jones case; new appeal hearing set for July 7

At its May 11 meeting the Dayton Community Appeals Board received updates on two appeals, a board vacancy, and community engagement events.

HRC staff told the Board that recommendations for CAB Case No. 2025‑03, filed on behalf of Nicholas Jones, were submitted to the City Commission and that a response was anticipated around May 18, 2026. Chair Brandon McClain said he had recently spoken with Mr. Jones, who reported productive conversations with officers involved in his earlier interactions, said he had not been stopped since, and was doing well at Wright State.

The Board discussed a new appeal filed by A. Dzhalilov. HRC staff confirmed that notice had been sent, materials were being provided to Board members, and that the hearing would be scheduled for July 7, 2026 to allow time for preparation and to account for staff capacity and HUD‑related deadlines. Members noted the matter may be emotionally difficult for the appellant and agreed that additional time would help ensure preparedness; CAB members reiterated that CAB cannot recommend discipline but may recommend training or policy changes when appropriate.

HRC staff also reported that Dr. Gabriela Pickett is not moving forward with the Board and that the City Commission will consider how to fill the vacancy. Staff reminded members of the City suite for the Dayton Dragons game on May 26, 2026, and announced the Dayton Police Department’s Citizen’s Academy beginning June 25, 2026. Because there were no appeals or pending business requiring action in June, members agreed not to hold a June meeting. HRC staff said they will follow up on the timing of the next Professional Standards Bureau report, last presented in December.
