Commission approves personnel policy and appointments, hears task-force and AI updates ahead of budget hearings

The Cass County Commission handled several procedural and administrative items during the meeting, approving a revised training compliance policy, reappointing two members to the Cass County Weed Board, selecting a commissioner representative for the employee awards committee and approving vouchers.

Staff (S6 and S14) presented the training compliance policy, which had been reviewed by the personnel committee and the states attorney; commissioners moved, seconded and approved the policy on the regular agenda. The commission also approved board reappointments for the weed board and appointed Commissioner Flacco (S3) to serve on the Cass County Awards Committee.

In committee reports, staff updated the commission on the Public Safety Task Force and said they would seek technical assistance from the Council of State Governments Justice Center with a July 31 deadline. Staff also flagged that Family Health Care, the jails nursing provider, will require a contract addendum because of federal guideline changes; that addendum is expected on a short timeline and will be presented in August.

Commissioners also discussed artificial intelligence after returning from a conference; the state's attorney's office reported it has adopted an AI research module and other offices are using AI tools. Commissioners asked staff to consider governance, data security and potential budget implications during the upcoming budget hearings.

The commission adjourned after no public comments.
