County reports new load‑pass permitting revenue projection and several grant awards including $8M BUILD for Georgetown Bridge

Road and Bridge staff briefed the Cass County commissioners on the county’s new load pass permitting system and recent grant awards on July 21.
Kyle reported the load pass system went live May 11 and that to date the county had approved 636 permits; he said the program is on track to generate approximately $500,000 annually versus a five‑year average of about $175,000. Kyle noted the new system reduces paper handling but has issues to address—cases such as house moves that split gross vehicle weight across trailers can generate very high per‑mile charges under the current gross‑weight formula. Staff said they plan to request system changes (annual/30‑day permit options and an axle‑weight formula) from the vendor.
Kyle also listed grant award outcomes: $10.1 million awarded toward a 31 bridge project, $6.1 million from Prairie Dog distribution funding (of $88 million available), $1.5 million for two township projects, and an $8 million BUILD grant for the Georgetown Bridge over the Red River. He said some bids and construction timing remain uncertain and that staff will bring program updates as schedules firm up.
Kyle added the county will pursue system fixes and policy options for permit exceptions to avoid charging excessive fees for house moves and similar specialized transports.
