Residents tell council construction at 1967 Theodore created parking, drainage and communication problems

William Broll of 1967 Theodore thanked paramedics for saving his life on July 30, 2025 and then described construction problems he said began when contractors failed to post advance notices for parking restrictions, called police to ask neighbors to move cars without providing 24‑hour notice, and parked in front of driveways. He said recently installed gutter screens at the site blocked storm drainage and caused water to stand a foot deep in his driveway; DPW staff removed or punched holes in the screens to clear the flow.
Jeanie Bridal, also of 1967 Theodore, said she repeatedly attempted to contact the city about construction problems and reported inconsistent instructions from staff. Bridal said a building official, Jim LaPalm, later called, explained the permit process and assured her the issue had been addressed; mayor’s‑office staff told Bridal the office had clarified the protocol and asked residents to call the building department for permit or construction concerns, or the mayor’s office if problems continue.
Mayor‑office staff said they had spoken with the building department and the matter had been addressed, and encouraged residents to call the building department or the mayor’s office if further issues occur.
The council did not take formal action on the complaints during the meeting.
