"The added proposed addition would be the all building permits shall expire 12 months from the date issuance," staff said, and later clarified that the overall fee — review plus construction — is the basis for extension charges.
The draft also specifies refunds if a request for a building permit is denied: refund the permit amount minus the nonrefundable review fee. Staff flagged an exceptions subsection intended to allow some public agencies (for example, school districts) to be exempt from fees; staff noted an application from a neighboring school that could have produced about $63,000 in fees. A public hearing on the exceptions section was scheduled for June 22 to allow broader input and possible amendments.
Commissioners recommended leaving some contested wording for the public hearing, and staff said many of these provisions could be adjusted after the hearing. No formal vote was taken on the permit‑expiration language at the June 15 session.
