Planning, Zoning and Historical Appropriateness Commission approves permit, sign and solar-panel cases and flags unclear permit-extension language

The Planning, Zoning and Historical Appropriateness Commission approved multiple permit applications and a projecting-sign application at its April 20 regular meeting and flagged unclear language in the municipal code about permit extensions.
Commissioners voted to approve a site-plan amendment adding a master suite and garage (PZHAC case 062113) after questions over property-line depictions and setback measurements. The chair and other commissioners cited the code’s 30-foot setback minimum in questioning whether the plan’s dashed lines included the adjacent road and a north-side bump-out. After discussion the commission moved and the chair announced the motion passed.
Commissioner (S4) moved and Commissioner (S1) seconded approval of a projecting-sign application submitted by Avian Demacia (PZHAC case 062117). Department comments attached to the file said the proposed sign ‘‘meets the design center of the plaza’’ with a wood finish, brown letters and weather coating; commissioners conditioned approval on the applicant submitting final sign plans so the commission could confirm the sign appearance.
Chair (S3) recused themself from consideration of PZHAC case 062118 and left the hearing room. Commissioners approved the case submitted by Eric Walkinshaw for installation of micro solar panels that will sit behind a 15-inch parapet; staff described the panels as having integrated inverters with a small buss installed next to an existing buss on the north side of the building. The motion passed with multiple commissioners voting yes.
Commissioners also addressed PZHAC case 061770, which had been previously approved on March 24 and for which Commissioner (S6) moved an approval to finish the outstanding work. During discussion Commissioner (S6) and others questioned the code’s language on permit extensions — whether an extension must be requested precisely at the expiration date or whether a later request is permissible. "The way that the code's worded in this case ... it's not very clear as far as this case goes," Chair (S3) said, urging staff to add ambiguous items to a list for future work; Commissioner (S5) earlier noted wording problems in the minutes and asked for corrected phrasing: "Number 3, it says no no discussion was offered, but, you did offer."
Staff acknowledged a discrepancy in case numbering on the agenda and corrected it during the meeting. The commission agreed to schedule a work session to review sections of the code that are producing recurring uncertainty, with staff proposing a May 4 date for the session.
The meeting record shows motions and secondings on each major agenda item and reflects conditions (for example, submission of final sign plans) and the chair's recusal on the solar installation item. The commission adjourned after closing remarks.
