Commission debates code change on how wall height is measured along University Avenue

The Planning, Zoning and Historical Appropriateness Commission on March 2 reviewed Resolution 2026-08, a recommendation to amend Mesilla code on how wall heights are measured along University Avenue between McDowell and Bowman.

Staff explained the proposal would measure wall height from the trail grade to the top of the wall — a change that could allow taller walls where the public trail is at a lower grade than private property. "This hearing is to recommend amendment to code 18.63.40 regarding the wall at the university project," staff said, noting the commission had already held a public hearing on the topic at a previous meeting.

Commissioners raised questions about whether the delivery should be a formal resolution or a findings-and-conclusions memorandum to the board of trustees. One commissioner urged a work session to clarify roles, notices and timelines, saying the current code language and practice can create redundant steps between the commission and the board. Another commissioner emphasized protecting homeowners across the corridor from hazards and suggested keeping material standards to ensure structural integrity.

There was discussion of alternatives, including artistic screening such as murals, and the commission agreed that procedural clarity was needed. Staff indicated they would schedule a work session with the commission and possibly the board of trustees to refine the approach before forwarding a formal recommendation to the governing board.

No final change to the town code was enacted at this meeting; the item moved forward as a recommendation with the expectation of follow-up work to resolve procedural and measurement details.
