Boulder council approves Amendment 2 for Phase 1 water project; OKs Well 4 abandonment change order

Boulder’s City Council voted Feb. 18 to approve Amendment 2 to the Phase 1 Water System Improvements project and to authorize a $4,720 change order to abandon Well 4.
City Engineer Elly Schmeltzer told the council the easement with the Montana Department of Public Health and Human Services for Well 5 is in place and that Amendment 2 covers a new well. Schmeltzer said the project budget was “in good shape” and that the state is proposing 75% loan forgiveness, which would leave the city with an estimated out‑of‑pocket cost of roughly $300,000. Bids for the new well are scheduled to be received on March 11.
Schmeltzer also said Well 4 abandonment was not in O'Keefe’s original scope of work and, because of impending legislative changes, needed to be completed sooner. Council approved O'Keefe’s change order for the abandonment work in the amount of $4,720. Both motions carried with three aye votes.
Dawson moved to approve Amendment 2; Taylor seconded. Dawson moved to approve the O'Keefe change order; Taylor seconded. The minutes do not record individual roll‑call votes by name, only that each motion carried with three ayes.
Next steps include receipt of bids for the new well on March 11 and continued project management by city staff and the engineering consultant. The council did not specify a timeline for when loan documents or final funding decisions will be executed.
