Boone County commissioners authorize $1M interfund transfer, approve payroll and road payment; update visitor-promotion caps

The Boone County Board of Commissioners on June 26, 2026 in Albion unanimously authorized a $1,000,000 transfer from the General Fund (0100) to the Road Fund (0200) and approved multiple payroll and vendor payments, including a $30,476 vendor payment for the Albion Northwest Road Project.
Chairman Jon Lindgren, Commissioner Brian J. Yosten and Commissioner Matt Niewohner took the votes following routine procedural items. Commissioner Brian J. Yosten moved to authorize the interfund transfer (Transfer #8), and Chairman Jon Lindgren seconded. The roll call vote was recorded as Yosten, Lindgren and Niewohner voting yes and the motion carried.
The board noted that the county budget for 2025–26 was adopted Sept. 15, 2025 and referenced Resolution No. 2025‑49, which authorizes the Boone County Treasurer to move funds from the General Fund to the Road Fund on an as‑needed basis through the vendor‑claims process.
The board also approved county payroll claims for the pay period May 22 through June 21, 2026. Motion to approve payroll claims was made by Chairman Lindgren and seconded by Commissioner Niewohner; the roll call vote passed with all three commissioners voting yes. The minutes list key fund totals including General $143,423.11 and Road $73,176.82; other benefit and payroll line items were recorded in the official claims listing.
On a separate motion, the board approved Payment Application #2 from A & R Construction Co. for the Albion Northwest Road Project in the amount of $30,476.00 and authorized the chairman to sign. That motion, moved by Commissioner Niewohner and seconded by Commissioner Yosten, passed on a unanimous roll call.
In policy business, the board approved updates to the Visitor Promotion Fund application as recommended by the Visitor Promotion Committee under State Statute 81‑3717. The approved revisions add “County tourism promotion” as an eligible request, clarify proof‑of‑payment language, increase the per‑event or county tourism promotion cap to $1,000 and raise an organization’s overall cap to $5,000, effective July 1, 2026. Commissioner Yosten moved to adopt the changes and Chairman Lindgren seconded; the motion carried unanimously.
