The Melbourne Village Town Commission voted unanimously on Sept. 5, 2025, to offer applicant Julie Berrio the Deputy Clerk position with a total compensation package of $62,520, contingent on successful drug and background screening and subject to a 90-day review that will include a salary evaluation. Mayor Susan Ditty called the special meeting to order at 6:30 p.m. and the meeting adjourned at 7:07 p.m.
Vice Mayor Foster moved the primary appointment and Commissioner Yorio seconded. In making the motion, the commission recorded the offer language: "offer applicant Julie Berrio the Deputy Clerk position, total compensation package of $62,520, contingent on drug and background screening, with a 90 day review to include a salary evaluation, with a start date as soon as possible." The motion passed on a roll-call vote with Commissioners Anderson, Perrine, Muzzone, and Yorio, Vice Mayor Foster and Mayor Ditty voting yes; Commissioner Calenda was excused.
The commission then approved a separate motion empowering Mayor Susan Ditty, if needed, "to negotiate the base salary for Julie Berrio listed at $48,000 in the compensation package to include an additional $2,000, for a total of $50,000 salary." That motion, made by Vice Mayor Foster and seconded by Commissioner Anderson, also passed unanimously.
Commissioner Perrine moved, and Commissioner Muzzone seconded, a conditional motion that if Berrio declines the offer the commission should offer the Deputy Clerk position to the other finalist, Calista Muncy, with a total compensation package of $57,220, also contingent on drug and background screening and a 90-day review. That motion passed on a unanimous roll-call vote.
The meeting minutes note that the appointment offers are contingent on drug and background screening and that the 90-day review will include salary evaluation. The record lists no public comments during the public forum portion of the meeting.
The minutes close with standard appeal language referencing Florida law on record and transcript requirements for appeals (FS 286.0105). The special meeting lasted approximately 37 minutes and ended at 7:07 p.m.
