Pleasanton council confirms many municipal appointments, rejects several nominations

Pleasanton — The Pleasanton City Council on May 4 confirmed a wide set of municipal appointments but rejected or failed to advance several others after extended executive-session consideration.
Councilwoman Rochelle Schreckhise and other members led a series of motions on personnel after repeated executive sessions. On a consent motion by John Bowley and seconded by Alex Wills, the council voted to appoint Candy Houtman as city clerk and approved other uncontested appointments, including Missy Shermann as treasurer and John Purvis as municipal judge. Several police officer hires and Planning and Zoning Committee members also were confirmed; Sargent Zach Ross was appointed with a probationary period.
Not every nomination succeeded. A motion to appoint Becky Hegwald as city administrator failed on a 2-3 vote, with Councilmembers Kenny Stark, Sandy Haynes and Rochelle Schreckhise voting no. A separate motion to appoint Tristan Snyder as police chief likewise did not receive council approval by a 2-3 margin. A nomination of Jacklyn Paletta for city attorney was made but died for lack of a second and therefore was not adopted.
The meeting record shows many appointment motions passed unanimously; others recorded explicit tallies. For example, the motion to appoint Candy Houtman as city clerk passed unanimously; the motion to appoint Becky Hegwald as city administrator failed (yes: 2; no: 3). Morgan Watts was confirmed as court clerk and later confirmed as deputy city clerk (the deputy confirmation recorded one abstention by Sandy Haynes).
Council leaders conducted several executive sessions during the meeting to discuss non-elected personnel in closed session; the minutes record no formal actions taken during those closed sessions. Mayor Mathew Young presided throughout the meeting.
The council adjourned after completing the appointments and other agenda items. The city will reflect the new appointments in its administrative roster and will address remaining vacancies at future meetings.
