City Attorney Laurna Alumbaugh confirmed the draft waiver would be revised to broaden the label to cover more volunteer activities and include a "Received By / Signature / Date" witness section. Sandy Haynes moved to approve the waiver pending that addition; Alex Wills seconded and the motion passed 4-0.
Council discussed harassment training options: some free online modules were judged minimal, while a paid program costing $750 would cover 25 participants and include department-head modules. Alex Wills moved — and Kenny Stark seconded — authorization for up to $1,000 to allow staff to review multiple providers and select the best option; the motion passed 4-0.
The approvals give staff authority to finalize the waiver language and purchase training once vendor and enrollment details are confirmed. The council noted KAMP (the city insurance provider) had not yet provided training options and that staff should seek comparative information before final purchase.
