Committee approves preliminary four‑lot certified survey map in Little Rice over one opposing vote

The Oneida County Planning and Development Committee on June 24 approved a preliminary four‑lot Certified Survey Map (CSM) for lands owned by Andrew Freihage in Brown Creek Estates, Town of Little Rice. The CSM, submitted by Vreeland & Associates (surveyor Dustin Vreeland), was presented as a Minor Land Division that complies with minimum lot size requirements for unsewered backlots.

Staff (Scott Ridderbusch) read correspondence from the Town of Little Rice and explained the proposal, noting that the town had previously tabled the division; an email from Town Clerk Christine Sully said a subsequent motion to approve at the town level failed for lack of a second. The surveyor requested a waiver of county platting requirements so the four‑lot division could be recorded as a Certified Survey Map under the county subdivision ordinance.

The committee moved under Section 15.31 (Modifications & Appeals) to waive county platting requirements and approve the preliminary four‑lot CSM with conditions. Conditions include site addressing requirements if structures are constructed and road maintenance agreements to be in place. The motion was made by Dan Hess and seconded by Bob Almekinder. Members voted as follows: Dan Hess Aye; Bob Almekinder Aye; Michael Tautges Aye; Scott Holewinski Aye; Billy Fried Opposed. The motion carried.

County staff noted the CSM will be recorded if the required conditions are met and the committee treated the division as a Minor Land Division consistent with Section 15.13 of the Oneida County Subdivision Control Ordinance.
