Committee approves preliminary four‑lot Certified Survey Map in Little Rice after split vote

The Oneida County Planning and Development Committee on June 24 approved a preliminary four‑lot Certified Survey Map (CSM) for lands in Brown Creek Estates, Town of Little Rice, allowing the division to be recorded as a minor land division with conditions.

Scott Ridderbusch, Land Use Specialist, presented the CSM submitted by owner Andrew Freihage and prepared by Vreeland & Associates. Ridderbusch read into the record Town of Little Rice correspondence indicating the town tabled the division at one meeting and that a later motion to approve failed for lack of a second. Surveyor Dustin Vreeland requested the committee waive county platting requirements under Section 15.31(2) so the division could be recorded as a Certified Survey Map under the minor land division provisions.

Staff reported the property is in Zoned District #04 (Residential & Farming), the preliminary division was categorized as unsewered backlot and complies with minimum lot size requirements, and site addressing and road maintenance agreements would be required if structures are built. On a motion by Dan Hess, seconded by Bob Almekinder, the committee approved the preliminary four‑lot CSM with the staff conditions. The vote was recorded as Dan Hess, Bob Almekinder, Michael Tautges and Scott Holewinski voting "Aye" and Billy Fried opposed; the motion carried.

The committee’s approval is conditioned on the requirements outlined by staff, including site addressing if structures are built and road maintenance agreements. The department will retain the file and follow up on the conditions prior to recording.
