Oneida County committee approves nonmetallic mine reclamation plan in Sugar Camp

The Oneida County Planning and Development Committee on June 24 approved a nonmetallic mine reclamation application for land near 6345 Sth 17 in the Town of Sugar Camp. The application was submitted by Levi Rody with agent Sand County Environmental Inc. on behalf of owners Township Thirty Eight North LLC and Parcel Three Hundred Ten LLC.
Staff (Todd Troskey and Scott Ridderbusch) presented the application, noting that notices had been published and that the DNR and DOT provided comments without raising concerns. Ridderbusch read staff recommendations and the committee discussed reclamation and permit conditions. No members of the public spoke during the hearing.
The committee approved the application with seven conditions. Conditions require reclamation according to Oneida County Chapter 22 (Non‑Metallic Mine Reclamation Ordinance); compliance with NR 135 of the Wisconsin Administrative Code and Chapter 295 of the Wisconsin Statutes where applicable; submission of any required WPDES DNR stormwater and grading permits to county staff; ensuring water is internally drained and not allowed to flow offsite; maintaining final grades at 3:1 slopes per plan; planting/vegetation to prevent erosion and return sites to upland habitat; and providing financial assurances set at $3,393 per open acre. The motion to approve was made by Dan Hess and seconded by Bob Almekinder; all members present voted aye and the application was approved.
Staff recorded that correspondence from the Town of Sugar Camp and permit review comments from state agencies were placed in the project file. The county will require submission of the WPDES permit documents and financial assurance documentation before full authorization of operations.
