Oneida County committee approves conditional use permit for second boat storage building in Minocqua

The Oneida County Planning and Development Committee on June 24 approved a conditional use permit for a second boat storage building and outdoor boat storage at 9829 Rylee Lane in the Town of Minocqua. The application lists Mike Kilinski and Brad Krisch as applicants and KCP Northwoods RE Holdings LLC as property owner.
Staff members Todd Troskey and Carla Blankenship presented the application, described public notice and mailed notification, and read staff recommendations into the record. Chair Scott Holewinski opened the public hearing; no members of the public spoke.
The committee approved the permit with nine staff‑recommended conditions. Conditions require that the use not change from what was described in the application; that required town, county and state permits and state‑approved plans be obtained prior to construction; and that any floor drain must be managed so oils and greases do not enter the POWTS, or the applicant must redesign the drain and install a nondomestic holding tank. The permit is also subject to WDNR stormwater and erosion permits for disturbances over one acre, and to Oneida County Zoning and Shoreland Protection Ordinance requirements for signage (§9.78) and off‑street parking (§9.77).
Operational conditions set seasonal hours—8 a.m. to 6 p.m. May through October, and 10 a.m. to 4 p.m. November through April—require dumpsters to be screened and for recycling to be practiced, and require any exterior lighting to be downcast and shielded. The motion to approve was made by Billy Fried and seconded by Michael Tautges; all members present voted aye and the permit was approved.
The committee record includes the proof of publication in the Northwoods River News and a letter from the Town of Minocqua, which were entered into the file. The committee did not receive public comment during the hearing. The county will track required permits and compliance with the conditions as part of the permit file.
