The Oneida County Planning & Development Committee voted July 8 to approve a Conditional Use Permit for Dilley Builders LLC to operate a construction business with outdoor storage on Lot 1, CSM 5856 in the Town of Woodruff.
Planning staff (Karl Jennrich and Land Use Specialist Carla Blankenship) presented the application and a staff report recommending ten conditions. Conditions include: the use not changing from that described in the application; obtaining proper permits prior to construction (town, county, state) with state-approved plans as required; if a floor drain exists, the applicant must demonstrate to the WDNR that shop runoff is controlled or install a nondomestic holding tank for the floor drain; WDNR stormwater and erosion permits for disturbance greater than one acre; signage compliance with Section 9.78 of the Oneida County ordinance; parking compliance with Section 9.77; hours limited to six days per week for 10–12 hours per day; screened dumpsters and recycling; downcast exterior lighting; and requirement to notify the department if outdoor storage moves beyond the designated area and secure additional permits if needed.
Chair Holewinski opened the public portion; applicant David Dilley spoke. After committee discussion with staff and the applicant, Billy Fried moved and Bob Almekinder seconded approval of the CUP with the ten staff-recommended conditions; all members present voted Aye.
The committee record highlights environmental control conditions tied to WDNR permits and specific expectations for floor-drain handling to prevent oils or greases from entering POWTS (private onsite wastewater treatment systems). Planning staff will track permit compliance and any necessary follow-up if the outdoor storage area expands.
