Phillipsburg council raises procurement threshold, holds executive sessions on severance review

Mayor Lance Munyon presented updates to the Procurement Policy that authorize the Director of Public Works and the Utilities Director to approve expenses of $25,000 or less and raise the petty cash minimum to $2,000; the council voted to approve the updated Procurement Policy unanimously.
Dakota Coomes reminded the council that required Kansas Open Meetings Act (KOMA) training must be completed by the next meeting.
The council recessed into executive session twice under the attorney-client exception, K.S.A. 75-4319(b)(2), to discuss the path forward on the severance agreement with the former City Administrator. During the first executive session the mayor, council and Dakota Coomes were present; several staff members left the chambers for the closed discussion and later returned. After the second executive session, the council moved that city attorney Dakota Coomes contact Tom Sullivan, county counsel, for further review of the severance package; the motion passed unanimously.
A motion to adjourn was made by Terry McConnell, seconded by Kenneth Craig, and the meeting ended at 7:06 p.m.
