Cabot council moves forward with Phase 1 design for Old Highway 67 / 1st Street drainage improvements

Cabot city staff and council agreed to proceed with a phased engineering design for drainage improvements along Old Highway 67 and 1st Street after discussing a basin study and persistent pinch points.
Staff (Brian) said last year's basin study has been completed and the proposed task order would let the city design phase 1 so it can be advertised for construction bids. "The study part of this has been completed, and it shows the highlights of the pinch points," Brian said, noting the need to present study highlights to council to guide design.
Council and staff agreed to a two-stage approach: phase 1 will address the high side across from Staley Glass and mitigate backups near Grace Fellowship; a later phase would address downstream issues around the 1st Street bridge and the box-culvert, which present significant cost and right-of-way constraints. Brian warned that fully fixing every spot without addressing downstream capacity could shift problems to the treatment plant and other locations.
Council adopted Resolution 31 authorizing the mayor and clerk to enter an agreement with TAP Associates (engineering) for phase 1 design (recorded vote 8-0). Staff also updated council that the Kerr Road box-culvert floor has been poured and that the roadway is expected to be passable for school traffic around Aug. 12, with some temporary bypasses removed after work completes.
