Councilors discussed the Large Event Packet for the Cycle Oregon Rally during the work session and again during the Jan. 20 meeting before voting to table action until Feb. 3.
Mayor Donna Bowen summarized the packet and asked whether councilors preferred to vote that day or postpone the action. Councilor Gregg recommended delaying two weeks so council members could review additional information provided during the work session; Councilor Reed confirmed that a revised neighbor-notification letter would be available for review at the next meeting. No members of the public offered comments on the packet during the formal meeting.
Councilor Casaleggio moved to table the packet to Feb. 3, 2026; Councilor Thompson seconded. The roll-call vote was seven ayes, zero nays, and the motion carried.
Council will reconsider the event packet at its Feb. 3 meeting after reviewing the revised materials and the neighbor notification letter.
