Town attorney: Local Laws 4 and 5 sent for 239 review; public hearings set for Aug. 5

Lewis said the 239 Review for proposed Local Laws 4 and 5 has been forwarded to Broome County and to neighboring municipalities as required; public hearings on those local laws are scheduled for the board's Aug. 5 meeting. He described ongoing attorney review of a proposed Employment Policy (to be reported on at a future meeting) and said the Broome County Humane Society dog-control contract was signed by Supervisor David Gunster and submitted.
On public-records issues, Lewis said FOIL requests can be weaponized against municipalities and encouraged support for legislative review to establish clearer limits on requests. The items were presented as attorney and administrative updates; no formal local actions on the laws or policy were taken at the July 1 meeting.
