Technical Advisory Committee to review Jacksonville UGB after 2009 employment‑land shortfall noted

The meeting record notes that a 2009 Comprehensive Plan identified a need for 10 acres of employment land that was not acted on at the time and remains on the plan’s books.
Members discussed whether the 2009 baseline should still be used or revised, citing changes that could affect land demand including shifts in the composition of employment, more remote work, and population aging. The committee also debated whether the housing and economic elements should be analyzed together or separately and noted several under‑utilized commercial properties that could influence calculations of future land need.
On the method for mapping potential additions to the UGB, the committee agreed to establish a preliminary study area that starts with every parcel within a half mile of the existing UGB and extends an additional half mile for lands classified as exceptions. The committee said it will evaluate parcels in that study area and identify locations that are not practical for consideration.
The committee scheduled a follow‑up meeting for Sept. 23, 2024, at 10:00 a.m. to walk through the preliminary study area and narrow candidate parcels. No formal motions or votes were recorded in the meeting minutes.
Present at the meeting were Mark Bartholomew (Attorney); Josh Lebombard (SO Rep, Land Conservation and Development); Micah Horowitz (Transportation Planner, ODOT); Planning Commissioner Diane Barr; City Councilor Andrea Thompson; Charles Bennett (Jackson County Planner); Rowan (RVCOG); Planning Director Ian Foster; and City Planner Darci Knobel. The meeting record lists the committee’s next action as evaluating study‑area parcels and returning with recommendations to the Citizens Advisory Committee.
