Jacksonville council unanimously approves Britt shows, Cycle Oregon rally packet, reappointments and municipal code change

The Jacksonville City Council on Feb. 3 unanimously approved a package of routine and event-related items, including additional Britt performances, a large-event packet for the Cycle Oregon rally, reappointments to the Budget Committee and the second reading and adoption of Ordinance No. 02026-001.
Mayor Donna Bowen opened the meeting and read staff summaries for several agenda items. On a motion by Councilor Casaleggio and seconded by Councilor Reed the council approved the Jan. 20, 2026 meeting minutes by a 7-0 vote. The council then approved the bills list for Feb. 3 on a motion by Councilor Thompson, seconded by Councilor Hellenthal (7-0); Councilor Casaleggio asked for clarification about “Volunteer Accident Insurance,” which City Administrator Alvis explained during the vote.
On the Britt request, Mayor Bowen read the staff summary and Abby McKee spoke to the council requesting three additional shoulder-season shows to run through Oct. 31, 2026. Councilor Reed moved and Councilor Thompson seconded approval; the council voted 7-0 to approve allowing the additional performances.
The council next considered a large-event packet for the Cycle Oregon rally. Penni Viets spoke in favor of the event. Ashley Lance answered council questions and was thanked by several councilors for updating the neighborhood notification letter and attending the meeting in person. Councilor Hellenthal moved and Councilor Casaleggio seconded approval; the motion carried unanimously.
On appointments, the council reappointed Brian Barr and Dane Johnson to the Budget Committee after Mayor Bowen read the nomination summary. The motion by Councilor Gregg, seconded by Councilor Thompson, passed 7-0.
During the meeting’s legislative business, Mayor Bowen read Ordinance No. 02026-001 by title only. The ordinance, described on the agenda as an amendment to section 12.20.030 of the Jacksonville Municipal Code, was approved on second reading. Councilor Hellenthal moved and Councilor Reed seconded adoption; the vote was 7-0.
