Jacksonville council approves consent items, elects Council President and clears Britt shoulder-season event

The Jacksonville City Council on Jan. 6 approved a set of consent and action items, completed annual appointments and elected a council president before adjourning to the Urban Renewal meeting.
Consent and council actions: the council approved the minutes from Dec. 2, 2025 and bills lists for Dec. 16, 2025 and Jan. 6, 2026. The council approved an OLCC application for the Brickline Pizza Company and authorized sale of surplus fire truck E19 to Applegate Fire for $15,000. Councilors also approved the City of Jacksonville 2026 organizational chart.
Appointments and leadership: Mayor Donna Bowen announced appointments and reappointments to multiple committees. The council reappointed Ray Wedel and Irish Murdoch to the Historic & Architectural Review Commission, reappointed Linda Graham and Jason Reilly to the Committee for Citizen Involvement, and reappointed Beth Lindsay and Jackie Anderberg to the Transient Lodging Tax Committee. By secret ballot, Councilor Andrea Thompson was elected 2026 Council President (five votes to one).
Emergency item — Britt Festival: Abby McKee, identified as CEO of Britt Music and Arts Festival, asked the council to add an emergency item and requested approval for a single event during the festival—hain's shoulder season on Sept. 30. McKee said the festival sought to be "above board" ahead of a planned world-tour announcement on Jan. 16. The council amended the agenda to add the item and then voted to approve the single shoulder-season event at the meeting's end (motion by Councilor Thompson; second by Councilor Casaleggio).
Why it matters: the actions communicated routine municipal governance (minutes, bills, appointments) and a narrow exception for a festival event that festival leadership said is timed with an upcoming announcement. The surplus sale and appointments take effect administratively; the Britt event approval allows the festival to schedule a one-day shoulder-season show on Sept. 30 under terms the city will record with staff.
The council adjourned to the Urban Renewal meeting at 7:36 p.m.
