Oxnard CFO recommends oversight committee receive adopted Measure FY26–27 budget on file

Javier Chagoyen Laffaro, City of Oxnard chief financial officer, presented the adopted fiscal year 2026–27 Measure budget and recommended the Measure citizen oversight committee "receive on file the Measure fiscal year 26–27 adopted budget as approved by city council on 06/16/2026."

Chagoyen said the council adopted the budget following two public meetings — a June 1 public hearing and the June 16 adoption — and that the adopted document did not change total revenues or total expenditures from the proposed budget. He said some capital projects were changed after council discussion of capital priorities.

The presentation listed $10,500,000 for capital projects, $3,700,000 for one-time projects and $5,300,000 for ongoing projects, for a total appropriation of $19,500,000 for FY26–27. Chagoyen said the adopted funding schedule allocated $1,000,000 from the Measure to the general fund; after that allocation, he said approximately $5,300,000 remained identified for ongoing Measure expenses.

Chagoyen singled out ongoing expense drivers as debt service for a fire station aid, debt related to the 2014 street bonds, and what the transcript records as the "Citicorp's townkeeper program." The transcript phrase for that program is unclear; the presentation did not provide an alternate spelling or program identifier.

He also noted additional Community Development Block Grant (CDBG) funding that preserves contributions to the senior nutrition program for FY26–27.

The presentation materials and staff report, Chagoyen said, include details on the capital-project changes the council made after priority discussions at the June 1 meeting. He repeated his recommendation that the oversight committee receive the adopted FY26–27 Measure budget on file.
