Caldwell council unanimously approves multi-item consent agenda including sewer work, paving and grant applications

The Borough of Caldwell Council on June 30 approved a multi-item consent agenda that included infrastructure contracts, professional services and grant applications.
The consent package, approved by a motion from Councilman Brown and seconded by Councilwoman Hunkele, included: a contract to excavate and install two 12-inch insertion valves at the wastewater treatment plant through Rapid Pump & Meter Service Co. (not to exceed $115,970); milling and paving of the Kaplan parking lot through the Morris County co-op with Schifano Construction (not to exceed $95,751.90) and striping by Denville Line Painting (not to exceed $4,495); a non-fair-and-open contract for construction manager/owner's representative services for the Caldwell Civic Center project (not to exceed $42,000); and authorization to submit a New Jersey Department of Transportation grant application for the 2027 Caldwell Road Improvements Project, "Reconstruction of Myrtle Avenue." The council also approved a professional services contract with One Water Consulting for an industrial pretreatment/local limits study at the wastewater treatment plant (not to exceed $59,000) and several other equipment and service purchases listed on the consent agenda.
Municipal Clerk Brittany Heun read the items into the record before the roll-call vote. All members present — Mayor Jones, Councilman Jurgensen, Councilwoman Hunkele, Council President Buechner, Councilman Daniolowicz, Councilman Brown and Councilwoman Rodeffer — voted in the affirmative.
The council also approved routine administrative matters on the consent agenda: inclusion in the Essex County Urban County Community Development Program for federal fiscal years 2027–2029; continued professional risk-management consulting with Fairview Insurance; award of security-system work and purchase of grit classifiers; and authorization to advertise for a full-time Health and Human Services Director and for police-officer recruitment. The consent agenda included payment of bills for June 6–26, 2026 totaling $1,599,778.04.
Council President Buechner moved and Councilman Brown seconded the separate approval of the June 9, 2026 regular meeting minutes; the motion carried on a unanimous roll-call vote.
Next steps: contracts awarded through cooperative purchasing and non-fair-and-open professional-service awards will proceed to execution per the resolutions approved. The NJDOT grant application for Myrtle Avenue will be submitted as authorized; further scheduling and funding decisions will depend on grant review and approvals.
