Dallas County backs CHBP grant for bridge N06, accepts sub-recipient responsibilities

Dallas County Engineer Al Miller presented a Competitive Highway Bridge Program (CHBP) bundle that includes bridge N06 (FHWA number 131370), telling the Board of Supervisors the structure had been scheduled for replacement in FY27 and that CHBP funds would help cover associated costs. Miller presented the resolution and the associated 28E cooperative agreement that define primary recipient (Iowa DOT) and sub-recipient roles.
Resolution 2026-0090 affirms Dallas County's intent to participate as a sub-recipient, acknowledges the responsibilities for matching funds and any costs exceeding grant awards, and authorizes the chair to sign the Letter of Support and 28E agreement. The board unanimously approved the resolution on a motion by Supervisor Brad Golightly, seconded by Supervisor Kim Chapman.
Miller and staff will coordinate with Iowa DOT and participating counties on contract and bundle administration should the grant be awarded.
