Scott City Council approves routine minutes, extensions and contract award; multiple motions pass unanimously

At its Feb. 12 meeting the Scott City Council approved routine minutes and financial items, granted extensions for two property projects, denied a mobile-home variance, awarded a $211,496.76 Dulles Drive overlay contract and approved emergency repairs and a $92,000 budget amendment for the Event Center.
The Scott City Council approved a string of routine motions and one contract award during its Feb. 12, 2026 meeting at Scott City Hall.
Councilman Montoucet moved to accept the minutes from the Jan. 8, 2026 meeting; Councilman Boudreaux seconded and the motion carried unanimously. Councilman Boudreaux then moved to accept the December 2025 financial statement; Councilman Domingue seconded and the motion passed without objection.
Councilman Moreau moved to extend the variance previously granted Nov. 6, 2025 for Louisiana Zippit, LLC at 2730 W. Willow Street. Property owner Clifford Smith told the council he was about halfway to completion; Councilman Roy seconded and the council approved an additional 90 days, through May 12, 2026.
Councilman Boudreaux moved to grant a 60-day extension to the Wang family warehouse at 705 Old Spanish Trail after property owner Mr. Wang said the new building had been ordered but not yet installed. Bonnie Anderson, Comprehensive Planning Facilitator, confirmed submitted plans met standards; Councilman Montoucet seconded and the motion carried. The new deadline was set for April 12, 2026.
Councilman Moreau moved to deny a requested variance to the mobile home age provision in section 22-23(c) for the property at 6209 Cameron Street, Lot 2. Ms. Chyna Manuel was present for the discussion; the motion to deny was seconded by Councilman Roy and carried unanimously.
On a separate motion, Councilman Domingue moved to award the Dulles Drive overlay contract to Glenn Lege Construction, LLC. Chad Rousell of Ragin Engineering reported there were two bidders and that Glenn Lege was the lowest at $211,496.76; Rousell said the project would take about 60 days once a notice to proceed is issued. Councilman Roy seconded and the award passed unanimously.
Finally, Councilman Moreau moved and Councilman Boudreaux seconded an emergency purchase to replace the Event Center's flooring system after moisture-related failure; the motion passed. Councilman Moreau then moved to amend the budget by $92,000 to pay for the replacement with a moisture barrier and a 20-year replacement warranty; Councilman Montoucet seconded and the amendment carried unanimously.
There were no recorded opposing votes in the minutes; each listed motion was described as carried unanimously. The meeting adjourned at 7:14 p.m.
