Newton County SWMA ratifies FY2027 budget, approves 10‑year solid waste plan and engineering task orders

The Newton County Solid Waste Management Authority ratified the Fiscal Year 2027 Solid Waste budget and approved two engineering and monitoring task orders during a June 11 meeting at the Newton County Historic Courthouse.
Solid Waste Director Matt Dolan reported that paid incoming volume to the landfill averaged about 330 tons per day in May, up one ton per day from April, and unpaid tonnage from convenience centers averaged about 41 tons per day. He said the FY budget is based on a conservative forecast of 275 paid tons per day and 35 unpaid tons per day. The May financial report showed a net income of $2,416,886 and a Georgia Fund One account balance of $12,614,108; department expenses were tracking below projections (landfill 67%, convenience centers 59%, Keep Newton Beautiful 85%).
Vice Chairman Linda Hanna moved to ratify the FY2027 Solid Waste budget; Commissioner Stan Edwards seconded and the motion passed unanimously. The board also approved two ACC (Atlantic Coast Consulting) task orders for FY27 engineering and monitoring: Task Order No. 2026‑04 for $160,375 (groundwater, surface‑water and underdrain monitoring and reporting; methane monitoring; excavation support; gas extraction balancing; remaining capacity reporting; density calculations; air quality reporting; general consulting) and Task Order No. 2026‑05 for $93,000 (surveying, drilling, pressure grouting wells to be abandoned, and installing monitoring wells). Commissioner Edwards moved to approve the task orders; Phillip Wise seconded; all voted in favor.
The Authority approved the Newton County Ten‑Year Solid Waste Management Plan (2026–2035) and adopted the accompanying resolution. Dolan told members that all Newton County cities have approved the plan and that he will present it to the Board of Commissioners for final approval on June 16.
Operational updates included delivery of a new shredder and forthcoming staff training. Dolan announced schedule changes for upcoming holidays: the landfill will be closed Friday, June 19 (Juneteenth); on July 3 the landfill will close at 12:30 p.m., convenience centers at 5:00 p.m., and the hang‑tag sales office at noon.
The meeting record shows approval of the agenda as amended, approval of minutes from the May 14 meeting (with Commissioner Stan Edwards abstaining because he was absent on May 14), and adjournment at 6:05 p.m. No public comments were offered on agenda items.
