CRA approves $50,000 MOU with New Port Richey Main Street, board asks for performance reporting

The New Port Richey Community Redevelopment Agency on Oct. 1 approved a memorandum of understanding with New Port Richey Main Street that increases CRA support to $50,000 for the fiscal year and sets quarterly payments of $12,500.
Presenter (CRA staff) told the board the agreement formalizes performance standards and programming duties and that the amount reflected an increase from prior-year support of $25,000. "The agreement sets forth performance standards for both parties," the Presenter said during the meeting.
Mayor (speaker 2) opened the item for public comment; no members of the public came forward. A motion to approve the MOU was made by Committee member (speaker 5) and seconded by Committee member (speaker 4), and the board recorded ayes with no opposed votes noted.
Several board members urged caution about the scope of activities the CRA may fund. Committee member (speaker 4) noted changes to state CRA law in 2018 that, in his view, narrowed allowable CRA activities and warned against funding marketing or events without ensuring legal eligibility. "I just want to be careful that we have vetted the expenditures and not just rest on the four points," he said, adding he would vote for the agreement but wanted documentation to show expenditures are legally permissible.
The Presenter said Main Street submits written reports and committed to scheduling an in-person presentation to the board, suggesting quarterly or semiannual briefings so members can review how funds are used.
Outcome: the board approved entering into the memorandum of understanding and authorized the executive director to execute the agreement; no opposing votes were recorded in the meeting minutes.
Next steps: Presenter will arrange reporting from New Port Richey Main Street to the CRA board and will include documentation that ties proposed activities to eligible CRA plan objectives as requested by board members.
