Walkthrough of Walker County budget workshop: salary study, supplemental requests and $25,000 EDC allocation debated

Walker County Commissioners Court moved from a discussion of courthouse bailiff operations into an extended budget workshop on July 20, reviewing supplemental requests, a countywide salary study and one‑time funding requests.

A county staff member recommended budgeting positions to market and proposed a 5% minimum adjustment for many positions; five roles currently above market would receive smaller increases so the overall push to market could proceed without leaving some roles behind. "We want to recommend budgeting all positions to market," the staff member said during the workshop.

Commissioners discussed the tax‑rate implications of the proposed salary and budget changes; staff gave a preliminary range for the potential tax increases and estimated one scenario could add roughly 0.5 to 1.65 cents to the tax rate depending on certified appraisal rolls. Participants debated whether to implement a larger share of increases now or phase them across years to reduce immediate tax pressure.

Other supplemental items flagged included longevity pay adjustments (examples discussed included a $30 longevity figure and an illustration that a 10-year employee could see roughly $1,700 annually in longevity), facilities projects such as HVAC and fire alarm replacements, and EMS equipment and contract language questions. Commissioners noted a 2019 EMS contract that may have expired and questioned whether reserve trucks required cot-and-loader systems under existing language; they agreed to re-negotiate or clarify those contract terms as necessary.

Commissioners also considered a $25,000 one‑time allocation to the Walker County Economic Development Corporation (EDC). Supporters called it a modest investment to recruit businesses and expand the tax base; skeptics asked for clearer financial reporting and proof of results. A commissioner noted the EDC had companies in negotiation and one signed agreement for workforce solutions with Sam Houston State University, saying the county has seen more activity since modest prior funding.

Staff said some supplemental items are marked in red as new; commissioners asked staff to return with final numbers once the certified tax-roll data is available. The court scheduled follow-up budget meetings and asked departments (IT, veterans services, jail) to appear on a future agenda for more detail.
