Commission approves budget revisions, transfers and multiple county contracts and grants

At its April 21 meeting the Greenbrier County Commission approved a slate of fiscal and administrative actions, including transfers, budget revisions, contracts and grant authorizations.
County staff reported transfers from savings to checking totaling $329,813.62 to cover invoices, including a library transfer ($19,968.92) and a phase‑3 AML reimbursement payout to the Meadow River Trail project ($308,812.50). The commission approved the transfer by voice vote.
Staff also presented four budget revisions: an increase to law enforcement salary of $6,916.30 (court claims reimbursement), an increase in overtime of $1,680 (overtime reimbursement), an increase of $11,759.25 to law enforcement salaries from a VOCA grant reimbursement, and a $59,876 increase to County Commission professional services for a FEMA buyout reimbursement concerning a buyout property on Ivy Street in Sulphur Springs. Commissioners approved the revisions by voice vote.
The commission approved a contractual agreement with the Greenbrier County Humane Society for fiscal year 2025–26 at $225,000 with quarterly invoice reimbursement terms. The commission also laid the 2026–27 levy rate at 12.93; commissioners noted the rate has been unchanged since approximately 2015.
Other approved items included a resolution to pay an engineering invoice of $43,351.49 related to the Greenbrier County PSD No. 2 Phase 2 waterline extension (to be drawn from the commission’s contribution), authorization for the commission president to sign a court security grant application (to fund cameras and backdoor alarms), and approval of $4,800 in Arts & Rec funds to the Greenbrier Valley Airport for a June 13 fly‑in and car show (entertainment and children’s activities). The commission recessed to reconvene at 1 p.m. for a public hearing on involuntary demolition orders filed under the cited West Virginia code.
