Council introduces transfer of Orchards urban‑renewal agreement and approves slate of resolutions

At its Oct. 7 regular meeting, the Borough Council introduced Ordinance 06‑2025, which would transfer the financial agreement for the Orchards at Mt. Arlington urban‑renewal project from The Orchards at Mt. Arlington Urban Renewal, LLC to Mt. Arlington Town Center Urban Renewal LLC.

Councilman Cangiano explained the transfer stems from the death of the prior company’s owner and that the transfer keeps existing terms and plans intact so the project will not have to be restarted. The ordinance was introduced by motion (Councilman BaRoss), seconded by Councilman Cangiano, and the motion carried on a roll call vote with Councilmen BaRoss, Cangiano, Fuller and Council President Delaney voting aye.

Following the ordinance introduction, the council approved a slate of resolutions (2025‑121 through 2025‑131) that included authorization to remove several items from the fixed‑asset ledger, ratification of an agreement, renewal of membership in the Morris County Municipal Joint Insurance Fund, execution of a pole‑attachment agreement with Jersey Central Power & Light, and redemption of two third‑party tax‑lien certificates. Councilman Cangiano said the fixed‑asset removals cover outdated equipment that can be auctioned to recover funds for the borough. The resolutions were approved by the same recorded roll call.

No ordinances were adopted on second reading, and no amendments to Ordinance 06‑2025 were offered at the meeting. The council took no additional final action on the urban‑renewal project at this session.
