Residents warn of federal education cuts and urge stronger outreach during council's open microphone

Ethan Penn, introduced himself as a Lincoln resident and said national and state funding cuts will reduce school and Medicaid support: "The cuts total 7,310,000,000 across the nation. When scoped to the state of Nebraska, those cuts total 42,000,000 ... scope it again to LPS ... 4,000,000 missing in the near future," Penn said, attributing the figures to the organization Free the Future Nebraska. He urged council members to press state and federal representatives and consider local options to close the gap.
Rosina Paolini praised downtown programming and urged better outreach and community involvement in planning and parks projects, saying earlier projects failed in part because outreach was insufficient. Councilwoman Washington engaged Paolini about prior public-opposition episodes and Paolini described neighborhood mobilization and outreach challenges.
Another commenter, Kay Gonzales, spoke at length about personal allegations she described as targeted harassment and referenced national hearings and topics such as MK Ultra and Havana Syndrome. Those claims were presented as testimony; the clerk accepted written materials but there was no investigation or follow-up action taken during the meeting.
Council members thanked speakers and noted the comments; there were no motions or votes tied to the open microphone testimony.
