City staff say asphalt hot box removed from final budget; DOT okayed golf‑cart crossing after redesign

"It was submitted in the first draft of the budget, and it was removed on the second draft," Mr. Rivera said, explaining the change and noting staff normally call out such line‑item moves.
Rivera also updated the council on a proposed golf‑cart crossing near Marine Parkway and Main Street. He said the Florida Department of Transportation reviewed intersection complexity and vehicle turn movements and required a redesign — including reducing a turn lane at Marine Parkway — before DOT would approve a Main Street crossing. "We focused our energy on the two other intersections," Rivera said, and the crossing will be included in a street‑improvement packet for council approval with Ajax Paving if the council concurs.
Council members asked whether staff could flag large deletions or moves in future budget drafts so elected members do not learn about material changes later in the process. Rivera said he would double‑check whether the removal had been highlighted and confirmed the hot‑box was in the initial draft but not in the final packet.
No motion or vote was taken at the workshop; items will be included in upcoming meeting packets for formal council action.
