Tupelo council approves cybersecurity grant, engineering contract and bridge repair bid

At its July 21 meeting, the Tupelo City Council approved multiple contracts and grants including a Homeland Security cybersecurity grant, an engineering contract for rail‑crossing work, bridge repair bids and several procurement actions.
The council authorized the mayor to execute a Mississippi Office of Homeland Security SLCGP grant (award number 24CS366) to purchase deployable networking, power supplies, fiber loop equipment and an enclosure for a disaster‑recovery location associated with the future Fire Station 5; city staff Abigail said there is no local match for the grant. "This is a cybersecurity grant with Homeland Security... This will be the fiber loop equipment for the new Fire Station 5... and there's no match for this as well," Abigail said.
Council approved taking an HRD contract off the table and authorized HRD to perform preliminary engineering (RFQ 2026‑019PW) for rail crossing and bridge work on Easton Boulevard over the railroad tracks.
On bridge repairs, Public Works (Mister Logan) described prioritized preservation work — piling splice, concrete encasement and erosion control — and recommended M and M Excavators as the lowest, best bidder at $162,009.19 for repairs to Bridge 69 (Colonial Estates Road) and Bridge 97 (Rankin Boulevard Extended). "M and M Excavators is lowest best bid at a $162,009.19 fee for those repairs," the staff presentation said; the council approved the award by voice vote.
Other actions carried by voice vote included approval of prior meeting minutes, payment of bills, a sole‑source procurement from Mueller Systems for water meters, ratification of an energy‑service agreement with Schneider Electric Building Americas Inc. (with work focused on the aquatic center under a guaranteed‑savings model), and authorization to purchase an empty lot at the northeast corner of Spring Street and Jefferson Street, west of Fire Station 1 and across from the Justice Center.
The council moved to executive session to discuss property interest and economic development and indicated it expected votes after the closed session.
