Task force weighs native-plant incentive ordinance and design guidance for North Bay Village

Members of the North Bay Village Sustainability and Resilience Task Force spent substantial time on March 25 discussing a nativescape (native-plant) ordinance and how to encourage adoption.

Alicia, who described native plantings at her home, urged clear guidance: "That's all native, which is great for us here because as you can see next door where they have grass, this is what happens every time there's a storm. Their grass dies versus our beach creepers that will survive pretty much any storm." She argued for a comprehensive, location-specific plant list and design pictures so residents understand proper placement and maintenance.

Several members warned against offering only monetary incentives, saying those can produce low-effort conversions that new owners may not maintain. One member noted existing Florida model language (a xeriscape statute and model ordinance) that includes monetary incentives such as tax credits and reduced water rates; staff offered to circulate the model language and links.

Discussion covered options for encouraging natives: an ordinance with code definitions and incentivization, a nonmonetary recognition program, partnerships with landscapers and nonprofits, and example pilot plantings on village property to demonstrate good design. Members agreed to circulate model ordinances and a redlined description for a November review (timing to be set) and to develop a North Bay Village-specific recommended native-plant list and design guidance.

No ordinance was adopted at the meeting. Members asked staff to circulate model ordinance language and to schedule a future presentation when the draft native-plant list and incentive language will be ready.
