Task force member Oliver outlines proposed revisions to North Bay Village green building code

Oliver, a member of the North Bay Village Sustainability and Resilience Task Force, told the group March 25 that he redlined the city's green building code and plans to present a draft for focused review.
"I think we should push our minimum finished floor elevation a little bit higher than just the minimum for base flood," Oliver said, arguing the change would increase resilience given local seawall and flood concerns. He said he consulted county staff and developers and that some developers prefer stronger, required measures rather than voluntary point systems.
Oliver said he spoke with county building and energy staff and developers to shape the edits. He cited input from Marta Morello, whom he described as a county building and energy analyst who provided benchmarking links from Miami and Miami Beach. Oliver said the draft will include considerations for energy and water benchmarking and other resiliency provisions.
Task force members agreed that the redlined draft should be circulated in advance and allocated significant time at a future meeting for discussion. Oliver said he will circulate the redline and expects to return in one or two months with a formal presentation.
The task force did not vote on the draft; members asked staff to circulate the redlined text before the next meeting and to reserve sufficient meeting time for comments and edits.
The next procedural step is for Oliver to circulate the redlined draft to the task force and schedule a presentation at a future meeting.
